The Unified Development Code (UDC) is the set of regulations that guide how development should occur in Pueblo County. This includes zoning, land use, subdivisions, landscaping, signs, parking, and other topics that ensure that new development in Pueblo County improves the community.
Today, Pueblo County deals with development in two places: Title 16 (Subdivisions) and Title 17 (Land Use). The UDC project will update those regulations and consolidate them into one place.
The rules that are set in the Unified Development Code (UDC) will influence what new development is possible as Pueblo County grows, what new homes and businesses look like, how they fit into the community, and help the County promote a more sustainable and resilient environment, economy, and quality of life. So, if you live, work, own land, own a business, or plan to relocate to Pueblo County, the updated UDC is worth caring about!

Pueblo County's Department of Planning and Development, in partnership with Pueblo Means Business, is leading the process with support from a consultant team. The team is being led by Clarion Associates, a Denver-based consulting firm that specializes in comprehensive planning and development regulations. Clarion Associates also led the team that updated the Pueblo Regional Comprehensive Plan in 2022.
